Trump Administration Excludes The Trevor Project from Restored 988 LGBTQ+ Youth Lifeline

Addison Herron-WheelerBy Addison Herron-WheelerAugust 14, 20264 Mins Read

The Trump administration has formally rejected a proposal by The Trevor Project to join the reinstated 988 Lifeline’s LGBTQ+ Youth Specialized Services network, excluding the nation’s leading LGBTQ+ youth suicide prevention organization from a federal crisis system it helped build.

The specialized service, commonly known as “Press 3,” was originally launched in 2022 to allow callers under 25 to connect with counselors specifically trained in LGBTQ+ mental health issues. The Trevor Project initially operated the pilot program alone before it grew into a seven-center network. Before the Trump administration shut down the specialized subnetwork on July 17, 2025, the organization was handling roughly half of all specialized contacts, including more than 231,000 crisis calls, texts, and chats in 2024 alone out of 1.6 million total contacts routed through the service.

When the administration initially dismantled the program, officials at the Substance Abuse and Mental Health Services Administration (SAMHSA) stated they would “no longer silo” LGBTQ+ callers and would instead absorb them into the general 988 system while proposing to eliminate dedicated funding. However, Congress subsequently intervened, directing the administration to allocate $33.1 million in fiscal year 2026 funds to reactivate specialized LGBTQ+ youth services by the end of the year.

Despite congressional funding, the administrative process barred the nation’s primary provider from returning. Network administrator Vibrant Emotional Health restricted applications for the renewed program to “current and active” members of the 988 network. Because The Trevor Project was dedicated exclusively to the LGBTQ+ subnetwork that the administration had dissolved, it was no longer classified as an active member, unlike the six other centers that also served the general population.

In a statement, Trevor Project CEO Jaymes Black confirmed the formal rejection:

“The 988 Lifeline administrators informed us that The Trevor Project’s proposal to join the restored ‘Press 3’ LGBTQ+ youth specialized services was rejected. The exclusion of our nearly 30 years of expertise is of course disappointing.”

Black emphasizes that the organization’s independent crisis services will continue operating outside the federal system while focusing on alternative state-level training:

“No matter what, The Trevor Project’s own 24/7 crisis lines remain available to directly support any LGBTQ+ young person in crisis, just as they always have. Our team of experts has already begun working to train 988 Lifeline counselors in California and Illinois to ensure 988 Lifeline counselors in those states are equipped to support LGBTQ+ youth who reach out.”

The decision comes amid broader policy shifts surrounding transgender recognition within federal agencies. SAMHSA leadership acknowledged that implementation of the restored service must comply with President Donald Trump’s Executive Order 14168, which mandates that federal agencies recognize only two sexes, omit gender identity requests on government forms, and restrict federal funding from being used to “promote gender ideology.”

When questioned about the rejection and how Executive Order 14168 affects whether counselors will be permitted to recognize transgender callers’ names and pronouns, SAMHSA officials declined to address specific selection criteria or provider identities, offering a general statement on the scope of the broader network:

“The 988 Lifeline gives all Americans an easy way to reach skilled, caring, culturally competent crisis counselors 24/7 for help with a mental health, suicide, or substance use crisis. Since its launch, the 988 Lifeline has received more than 26 million contacts.”

SAMHSA officials add:

“As directed by Congress, the Substance Abuse and Mental Health Services Administration is working with Vibrant Emotional Health, the 988 Network Administrator, to resume operations of specialized services for LGBTQ+ youth by the end of the year.”

While the administration targets an October 1 reactivation date for the Press 3 network, the exclusion of its primary founding partner leaves significant questions unanswered regarding which organizations will handle the volume and how counselors will navigate federal mandates regarding gender identity.
